Job Summary

The Program Officer provides full program management and administrative support for the Cuyahoga County Earned Income Tax Credit (EITC) Coalition. This position will lead marketing; volunteer recruitment, training and retention; site coordinator communications and training; oversee site operations and quality reviews for 21 VITA sites; Super Saturday events and mobile site leadership; and coordinates monthly/quarterly/annual reporting. The position requires strong administrative, organizing, communication, and writing skills, the ability to perform multiple tasks in a fast-paced environment with limited supervision, desire to work in a team environment with a diverse group of team members, and a pro-active energized approach to work. The position reports to the Senior Program Director for Income and Opportunity in Cleveland.

The EITC Coalition is an Enterprise-led initiative delivering free tax preparation to 14,000 households annually with an option for financial coaching. The initiative results in over $20 million in refunds back to low-income working families. The work of the Coalition is supported by Cuyahoga County, United Way of Greater Cleveland, the IRS and ten financial institutions.

For over 30 years, Enterprise’s Ohio office has been a leader in providing opportunity to low-income people through affordable housing with pathways leading to economic mobility. Working in collaboration with government, nonprofit and financial partner, Enterprise Ohio has created over 15,000 affordable housing units; distributed $36 million in grants and below-market rate loans; and invested over $450 million in housing and new markets tax credit equity.

Job Responsibilities
  • Oversee the day-to-day operational activities for the Earned Income Tax Credit Coalition serving 14,000 low-income Cuyahoga County taxpayers on an annual basis
  • Provide coordination and oversight of site agreements and contracts with Coalition partners
  • Provide oversite and coordinate the activities for the Coalition’s full-time Volunteer/Community Outreach Coordinator and Operations Manager contractor positions
  • Plan and lead the monthly Steering Committee meetings
  • Cultivate productive relationships with VITA site coordinators and support partners
  • Become a certified VITA Site Coordinator to lead Super Saturday events, be a resource to VITA site coordinators, and respond to individual taxpayer inquires as needed
  • Lead the development and distribution of marketing and outreach materials and conduct presentations that promote the Coalition’s services to low income clients, specifically targeting EITC eligible clients and meet the Coalition’s volunteer recruitment and retention goals
  • Perform audits to ensure site compliance with all IRS VITA site requirements and make recommendations that address challenges/opportunities as identified 
  • Conduct research to support program activities and implementation of best practices
  • Monitor performance, track results, and prepare monthly, quarterly, and year-end reporting for stakeholders and partners
  • Ensure the implementation of an integrated process that provides tax preparation clients access to additional financial capability services during the tax season
  • Undergraduate degree and at least four (4) years relevant experience; graduate degree may be substituted for up to two (2) years of experience
  • Strong communication skills with ability to clearly express ideas, thoughts and concepts
  • Demonstrated professionalism, diplomacy, composure and ability to adapt to a variety of situations
  • Strong initiative with ability to seek out relevant information prior to making timely decisions.
  • Strong organizational skills and ability to coordinate complex activities prioritize conflicting demands and meet deadlines
